Repeals the Mississippi Motor Vehicle Safety Inspection Law (Sections 63-13-1 through 63-13-29), eliminating mandatory vehicle safety inspections in the state

Adds a new $5.00 fee to vehicle registration/tag fees, to be remitted to the Department of Public Safety and deposited in the General Fund of the State Treasury

Transfers responsibility for window tint compliance testing from inspection stations to the Department of Public Safety, which will charge a $5.00 fee for testing

Requires medical exemptions for window tinting to be diagnosed by an ophthalmologist rather than any licensed physician

Requires school buses to be inspected by a competent mechanic for safety but removes reference to state inspection laws, with the State Department of Education retaining authority to inspect and condemn unsafe school buses
