Removes the 300-inmate cap on the Mississippi Department of Corrections' authority to contract with county and regional correctional facilities for housing state offenders.

Authorizes the Department of Corrections to contract with specified county pairs for regional facilities, including Marion-Walthall, Carroll-Montgomery, Stone-Pearl River, Winston-Choctaw, and Kemper-Neshoba Counties, with discretionary authority for additional counties.

Requires that if multiple county facilities are used, the first shall be constructed in Sharkey County and the second in Jefferson County.

Allows the Kemper-Neshoba regional facility to house up to 75 additional offenders beyond the authorized capacity under existing contracts.

All facilities must comply with American Correctional Association standards and applicable constitutional and court order requirements.
