Defines "retired law enforcement officer" as an individual who separated in good standing from a public agency where they were authorized to enforce law and had statutory powers of arrest, and must provide a photo ID card with service logo, full name, date of birth, branch of service, rank, and verification signature from the Commissioner of Public Safety.

Exempts retired law enforcement officers from the licensing requirement to carry concealed weapons, placing them in the same category as active law enforcement officers, police chiefs, and sheriffs.

Exempts honorably retired law enforcement officers from paying the $100 initial license fee and $50 renewal fee for concealed carry permits.

Allows the residency requirement for concealed carry permits to be waived for retired law enforcement officers establishing residency in Mississippi.

Takes effect July 1, 2014.
