Increases chancellorships in various chancery court districts and creates the 21st Chancery Court District comprising Holmes, Humphreys, and Yazoo Counties.

Creates the 23rd Circuit Court District comprising Madison County with two judges and establishes that the district attorney shall be appointed by the Governor with term commencing January 1, 2015.

Adds legal assistants to multiple circuit court districts (ranging from 1-3 additional positions depending on district) and adds criminal investigators to the 20th and 23rd Circuit Court Districts.

Provides state funding for victim assistance coordinators when federal funds are no longer available under the Victims of Crimes Act of 1984.

Sets the judicial candidate qualifying deadline as September 5, 2014 for the 2014 judicial elections only, with automatic repeal on December 31, 2014.
