Amends Mississippi Code sections 19-9-11, 19-9-13, and 21-33-307 to mandate that counties and municipalities hold elections before issuing bonds for enumerated purposes.

Removes the protest threshold mechanism that previously allowed bond issuance without an election if fewer than 20% of qualified electors (or 1,500, whichever is less) filed written protests for counties, or 10% for municipalities.

Requires the board of supervisors or municipal governing authority to publish notice of bond issuance intention once weekly for at least three consecutive weeks in a newspaper, or by posting at three public places if no local newspaper exists.

Establishes that an election on bond issuance shall be called and held following the procedures in sections 19-9-13 through 19-9-15 for counties and section 21-33-309 for municipalities.

Takes effect July 1, 2014.
