Creates new felony offense of "advertising sexual servitude of a minor" covering knowingly selling or offering advertisements for commercial sexual activity, sexually explicit performance, or sexually oriented material involving minors.

Establishes penalties of $10,000 to $100,000 fine for the advertising offense, with defendant's lack of knowledge about minor's age not constituting a defense.

Provides affirmative defense if defendant made reasonable bona fide effort to verify minor's age through government-issued identification before publishing the advertisement.

Increases penalties for trafficking offenses involving minors from existing law to 5-20 years imprisonment and $20,000-$100,000 fines if victim is a minor.

Effective July 1, 2014.
