Repeals sections 63-13-1 through 63-13-29 of Mississippi Code of 1972, which previously required annual safety inspections of motor vehicles and issuance of inspection certificates.

Amends window tinting regulations in Section 63-7-59 to remove requirements for inspection station labels certifying window light transmittance compliance, replacing the label system with a direct light transmittance standard of 28% or more for vehicle windows.

Eliminates the $5 fee ($2 to inspection stations, $3 to Department of Public Safety) that was previously charged for window tinting compliance testing during vehicle inspections.

Maintains medical exemption provisions allowing vehicles with physician-certified conditions to exceed tinting limits, with exemption certificates displayed on vehicle dashboards.

Takes effect July 1, 2014.
