Authorizes the Mississippi Band of Choctaw Indians to participate in the Statewide Mutual Aid Compact (SMAC), which standardizes mutual aid arrangements between jurisdictions for emergency response

Allows the Mississippi Band of Choctaw Indians to develop and enter into mutual aid agreements with jurisdictions outside the state for reciprocal emergency assistance

Extends liability protections to political subdivisions and the Mississippi Band of Choctaw Indians for death, injury, or property damage resulting from mutual aid activities

Grants employees of the Mississippi Band of Choctaw Indians the same powers, duties, rights, privileges, immunities, and compensation as other emergency management personnel under state law

Contains a repealer clause indicating the act would stand repealed from and after June 30, 2014 (effective date July 1, 2014)
