Requires mattress producers to join a mattress recycling council that must submit a statewide stewardship program plan to the Mississippi Department of Environmental Quality by July 1, 2015 for approval.

Establishes a mattress stewardship fee added to the purchase price of all mattresses sold in Mississippi (except crib and bassinette mattresses) to fund collection, transportation, and processing of discarded mattresses.

Mandates the program provide free, convenient statewide collection of discarded mattresses from consumers, retailers, and transfer stations, with recycling preferred as the disposal method when technologically feasible and economically practical.

Requires the council to submit annual reports and undergo audits every three years to track tonnage collected, materials recycled, and program effectiveness, with reports posted on the department's website.

Prohibits non-participating producers from selling mattresses in Mississippi and grants producers and the council immunity from antitrust and unfair trade practice liability for actions taken pursuant to the program.
