Amends Mississippi Code Section 99-19-71 to include conspiracy convictions related to expungeable felonies in the list of offenses eligible for expungement.

Allows persons convicted of conspiracy to specified felonies (bad checks, drug possession, false pretense, larceny, malicious mischief, shoplifting) to petition for expungement five years after sentence completion.

Extends expungement eligibility to persons under 18 years old at time of committing a felony or conspiracy thereof, with the same five-year waiting period and same exclusions for violent crimes.

Maintains requirement that petitioner give district attorney ten days' written notice before hearing and that court must determine applicant is rehabilitated before granting expungement.

Takes effect July 1, 2014.
