Allows individuals with prior felony convictions for crimes of violence to participate in drug court if those convictions occurred 10 or more years before the current offense.

Maintains existing prohibitions on drug court participation for those with current charges involving crimes of violence, burglary of occupied dwellings, or DUI resulting in death.

Prohibits drug court participation for individuals charged with distribution, sale, production, manufacture, or cultivation of controlled substances, or those with prior convictions for these offenses.

Requires drug court participants to undergo chemical testing as specified by the court, with participants liable for testing costs unless the judge waives fees based on availability from other sources or the program.

Takes effect July 1, 2014.
