Creates the Eugenics Asexualization and Sterilization Compensation Program to compensate individuals involuntarily sterilized by Mississippi from the early 1930s until 1963, with eligible claimants receiving $50,000 lump-sum payments.

Establishes the Mississippi Tort Claims Board as the entity to determine eligibility based on a preponderance of evidence, with an appeals process allowing claimants to request hearings and appeal to the Chancery Court of Hinds County.

Appropriates $10,000,000 to the Eugenics Sterilization Compensation Fund with payments scheduled for June 30, 2016, and creates the Division of Justice for Sterilization Victims within the Attorney General's Office to assist claimants.

Excludes compensation payments from gross income for tax purposes and requires the Department of Human Services to disregard compensation as income or assets for public assistance eligibility determinations.

Sets a deadline of June 30, 2015 for claim submission and makes all eligibility inquiries, claims, and payment records confidential and exempt from public records disclosure.
