Amends Mississippi Code Section 43-13-115 to add a new category (28) of Medicaid recipients effective July 1, 2014.

Extends Medicaid coverage to individuals under 65 years of age who are not pregnant, not entitled to or enrolled in Medicare Part A or Part B, and whose income does not exceed 133% of the federal poverty level.

Eligible individuals under the new category must receive benchmark coverage or benchmark equivalent coverage as defined in the federal Social Security Act.

Eligibility determinations for individuals in this new category shall be made by the Division of Medicaid and redetermined as required by federal law.

Authorizes implementation under the Patient Protection and Affordable Care Act as a federal health care reform measure.
