Revises the definition of "school" under cosmetology licensure law to include secondary or post-secondary establishments operated for teaching cosmetology, manicuring and pedicuring, esthetics, or wigology.

Removes the requirement that head photographs appear on cosmetology school licenses and salon licenses, limiting the photograph requirement to practitioner licenses only.

Allows admission to cosmetology schools for persons with a high school diploma or its equivalent, in addition to those meeting minimum competencies on an acceptable aptitude test, with an exception for high school cosmetology program students.

Effective July 1, 2014.
