Amends Section 97-1-7 of the Mississippi Code to add a new subsection (3) establishing that attempted capital offenses cannot result in the death penalty.

Specifies that penalties for attempted capital offenses shall not exceed the penalty for the actual commission of the offense, but the death penalty is explicitly prohibited.

Maintains existing provisions for attempted murder convictions, which carry imprisonment for life if fixed by jury or a minimum of 20 years if jury cannot agree.

Effective date of July 1, 2014.
