Requires individuals to obtain a purchasing permit from the Department of Public Safety at least 30 days before purchasing an automatic weapon, with the department conducting a background check during the waiting period.

Mandates that purchasers obtain a mental evaluation from a licensed psychologist or physician and provide proof of no mental disorder to the seller before purchasing an automatic weapon.

Imposes felony penalties of up to 3 years imprisonment and/or fines up to $50,000 for providing false mental evaluation or permit documentation.

Requires sellers to submit the name and address of automatic weapon purchasers to the appropriate local law enforcement agency, with failure to do so constituting a felony punishable by up to 3 years imprisonment and/or $50,000 fine.

Establishes penalties of up to 3 years imprisonment and/or $50,000 fines for sellers who sell automatic weapons without receiving both a purchasing permit and proof of mental evaluation.

Takes effect July 1, 2014.
