Requires nursing home owners and operators to purchase and maintain a minimum of $1,000,000 in liability insurance per facility, covering each resident per occurrence of negligence.

Defines "nursing home" to include nursing homes, personal care homes, assisted living facilities, retirement homes, hospice care services, home health services, and long-term care facilities.

Requires nursing home operators to disclose liability insurance coverage in writing to patients or contractors in bold, conspicuous type immediately before the signature line of contracts, and to display the disclosure prominently at each facility.

Mandates operators provide proof of liability insurance to the State Department of Health before establishing, owning, or operating a nursing home, and requires evidence of insurance compliance in license applications and annual renewal reports.

Authorizes the State Department of Health to suspend or revoke the license of any nursing home that violates these insurance requirements; effective July 1, 2014.
