Prohibits state agencies and local governments from requiring contractors to enter into agreements with labor organizations, remain neutral toward unions, or pay predetermined wages as a condition of bidding on public construction projects.

Creates the "Employee Fair Solicitation Act of 2014" establishing minimum standards for labor organizations to solicit Financial Obligation Cards (FOCs) from employees, including written notice of rights, photo identification verification, and maintenance of a registry.

Requires labor organizations to prove complete compliance with disclosure and documentation requirements before FOCs can be enforced in Mississippi courts, with employees entitled to recover attorney fees if FOCs are found unenforceable.

Adds fraudulent solicitation of FOCs from employees in violation of the Act as a criminal offense under Mississippi's fraud statute, punishable as either a misdemeanor or felony depending on the amount involved.

Effective July 1, 2014.
