Eliminates the requirement for disabled persons to submit annual physician certification when renewing special parking license plates, after initial certification establishes the disability will last at least five years.

Allows disabled persons to renew special license plates annually by complying with motor vehicle registration laws and paying required taxes and fees, without resubmitting physician documentation.

Transfers administration of special license plates and parking placards from the State Tax Commission to the Department of Revenue.

Maintains the initial application requirement for physician certification that the applicant meets the definition of persons with disabilities and will have the disability for at least five years.

Effective date: July 1, 2014.
