Creates the Mississippi Transportation Infrastructure and Economic Development Consortium to study intermodal transportation needs and make recommendations to the legislature by December 1, 2014.

Consortium shall identify transportation priorities through 2020 for roads, highways, bridges, rail lines and ports, and propose funding mechanisms for maintenance and improvements.

Membership comprises vice presidents of research from four state universities, directors of transportation centers at those universities, representatives from the Mississippi Economic Council, Mississippi Development Authority, and Mississippi Department of Transportation, plus designated appointees.

Chair designated by the President of the University of Southern Mississippi; consortium must hold first meeting before August 1, 2014 and may accept public or private funds for operations.

State departments and agencies must provide facilities, assistance and data to the consortium upon request to enable it to carry out its duties.
