Increases maximum gross vehicle weight allowed on Mississippi highways from 80,000 pounds to 90,000 pounds for vehicles operating on designated routes.

Modifies tolerance allowance for vehicles to 12.5% above authorized gross vehicle weight (up from 5%), with maximum gross vehicle weight not exceeding 90,000 pounds.

Updates penalty provisions in Section 27-19-89 to apply 5 cents per pound penalty for vehicles exceeding 90,000 pounds gross weight and 15 cents per pound for exceeding 100,000 pounds.

Repeals "harvest permit" provisions that were set to expire July 1, 2016, and consolidates weight regulations by removing separate permit categories.

Takes effect July 1, 2014.
