Establishes that a permissive easement for ingress and egress over a railroad crossing at a specific location cannot be extinguished and remains valid at that location.

Permits easements to remain valid despite changes in ownership of the crossing after the original grant and despite assignment to another easement holder.

Applies to any easement over a railroad crossing granted before January 1, 2014.

Declares these provisions cumulative and supplemental to existing law.

Takes effect upon passage.
