Establishes the "Mississippi All-Terrain/Off-Road Vehicle Numbering Act of 2014" requiring all ATVs/ORVs operated on public lands to obtain a certificate of number from the Department of Wildlife, Fisheries and Parks, with voluntary numbering available for privately-owned vehicles.

Requires ATV/ORV owners to apply for certificates within 10 days of acquisition, providing detailed information including owner identification, vehicle manufacturer and serial number, fuel type, and primary use, with fees not to exceed $10.00 per certificate.

Mandates that numbered ATVs/ORVs display the assigned number in block characters that are plainly visible, contrasting with the vehicle background, and readable without removing vehicle parts; alteration or removal of numbers constitutes a Class I violation.

Exempts from numbering requirements foreign vehicles temporarily in Mississippi with proper documentation, U.S. government vehicles, official state/county/municipal vehicles, racing vehicles with supporting documentation, and out-of-state vehicles with valid numbers used within Mississippi for no more than 60 days.

Deposits all numbering fees into the Fisheries and Wildlife Fund to pay administrative costs for the ATV/ORV numbering program and improve law enforcement capability, with unexpended amounts and investment earnings remaining in the fund rather than reverting to the general fund; effective July 1, 2014.
