Amends Section 1, Chapter 558, Laws of 2012 to create a special fund called the "Deepwater Horizon Oil Disaster Fund" in the State Treasury for all settlement or damage recovery funds related to the Deepwater Horizon oil spill.

Directs 50% of deposited funds to the Mississippi Department of Transportation for maintenance of roads of greatest need in the state highway system, as determined by the Mississippi Transportation Commission.

Directs 50% of deposited funds to be transferred to counties for county highway system maintenance, with each county receiving an equal annual amount distributed by the Mississippi Transportation Commission.

Excludes any funds that settlement agreements require to be paid to other public entities from deposit into the special fund.

Takes effect upon passage.
