• Applies to Leflore County school district placed under conservatorship for academic failure, establishing specific governance procedures for the duration of conservatorship status.

• Designates the interim conservator assigned by the deputy superintendent of the Recovery School District as the superintendent with full powers to administer day-to-day operations and exercise all superintendent duties under Title 37, Mississippi Code.

• Creates a temporary board of trustees consisting of five members: two appointed by county board of supervisors from high-enrollment areas, one appointed by the mayor and board of aldermen of the city with a historically Black public institution of higher learning, and two selected at-large by county electorate.
