Establishes a scholarship program administered by the Board of Trustees of State Institutions of Higher Learning for law students at the University of Mississippi School of Law or Mississippi College School of Law.

Scholarship amount equals the total cost of tuition and fees at the University of Mississippi School of Law, with recipients required to maintain a "C" average or higher to continue receiving awards.

Recipients must work as attorneys for a Mississippi branch of the Legal Services Corporation for a minimum of four continuous years after law school graduation.

Scholarship recipients who fail to complete law school or who fail to complete the four-year service obligation become immediately liable to repay all scholarship awards received plus interest at the current Stafford Loan rate, and may owe additional attorney's fees if collection is pursued.

Program funding may come from grants, donations, or funds from individuals or entities, public or private.
