Increases the state teacher salary scale for the 2007-2008 school year and thereafter by $5,000 across all license types (AAAA, AAA, AA, and A) and experience levels.

Clarifies that only licensed classroom teachers employed full-time by local school districts who spend a majority of the school day in nonadministrative capacity are entitled to minimum salaries under the state salary scale.

Maintains annual experience increments for teachers: $794 for Class AAAA, $727 for Class AAA, $660 for Class AA, and $495 for Class A licenses through 35 years of experience.

Continues salary supplements of $6,000 for National Board Certified Teachers, school nurses with national certification, school counselors with NCSC endorsement, and speech-language pathologists with clinical competence certificates.

Takes effect July 1, 2014.
