MS HB1146

Adds sanitation vehicles (vehicles used solely for collecting solid waste) to the list of vehicles that receive protection under Mississippi's "move over" law requiring approaching drivers to change lanes or reduce speed.

Requires drivers approaching stationary sanitation vehicles displaying authorized flashing lights to either change lanes (if on a roadway with at least 4 lanes) or reduce speed and prepare to stop, depending on safety and traffic conditions.

Defines "sanitation vehicle" as any vehicle used solely for the purpose of collecting solid waste under contract with counties, municipalities, residents, or businesses.

Requires sanitation vehicles to maintain hazard lights on at all times while stopped or standing for solid waste collection purposes.

Establishes penalties of up to $250 for violations, or up to $1,000 if the violation results in property damage or bodily injury to vehicle occupants; effective July 1, 2014.
