Allows students receiving Mississippi Eminent Scholars Grants combined with other financial aid exceeding the cost of attendance to voluntarily limit their grant to prevent exceeding that cost threshold.

Expands eligibility to transfer students from out-of-state colleges or universities beginning with the 2014-2015 academic year if they meet all other original requirements.

Clarifies that postsecondary academic credit earned prior to high school graduation, during dual enrollment, or in early admission programs does not disqualify students from first-time eligibility status.

Permits students who initially declined awards or lost renewal awards to reapply during subsequent application periods within three years of high school graduation under the same requirements as first-time applicants.

Effective date: July 1, 2014.
