Creates the "Family Forward Act" to address wage discrimination by clarifying when unlawful employment practices occur and establishing remedies for victims of compensation discrimination under federal civil rights laws.

Establishes that discriminatory compensation practices occur when a discriminatory decision is adopted, when an individual becomes subject to it, or when compensation is paid as a result of the practice, including each time wages or benefits are distributed.

Allows recovery of back pay for up to two years preceding the filing of a charge when unlawful compensation discrimination practices occurring during the charge filing period are similar or related to discrimination that occurred outside the filing period.

Responds to the Supreme Court's Ledbetter v. Goodyear Tire & Rubber Co. decision by clarifying that victims of wage discrimination can introduce evidence of unlawful practices outside the standard filing period.

Finds that wage discrimination harms family financial stability and negatively affects children, particularly in households led by single parents.
