Amends Section 21-35-31 of Mississippi Code to exclude grants received by municipalities from the State Auditor's calculations when determining municipal revenues and expenditures for audit and reporting purposes.

Applies to both pre-October 1, 2009 and post-October 1, 2009 municipal fiscal year provisions.

Changes references from "State Tax Commission" to "Department of Revenue" for purposes of withholding allocations and payments from noncompliant municipalities.

Takes effect July 1, 2014.
