Authorizes qualified electors to vote early between 21 and 5 days before an election at the registrar's office or designated location.

Establishes early voting hours as weekdays 8:00 a.m. to 5:00 p.m. (until 7:00 p.m. the last two days) and one Saturday from 8:00 a.m. to 4:00 p.m.

Requires early voters to sign a receipt book and vote in the same manner as they would on election day, with all early votes final and announced simultaneously with election day votes.

Prohibits absentee ballots from being cast at the registrar's office during the early voting period; absentee ballot applications must be submitted by the day before early voting begins.

Authorizes candidates or their representatives to be present during early voting to challenge voter qualifications and directs the Secretary of State to promulgate implementing rules and regulations.
