Authorizes sheriffs and their deputies to use radar speed detection devices on public roads, streets, and highways outside municipal corporate limits.

Requires sheriffs to ensure all deputies receive training in proper operation and calibration of radar equipment before use in their employment duties.

Permits radar use by municipal law enforcement in cities with population of 2,000 or more (on municipal streets), cities with 15,000+ population (on federally designated highways), and campus police at institutions with 2,000+ enrolled students.

Prohibits the Mississippi Highway Safety Patrol from setting up radar on highways within municipalities with population exceeding 15,000.

Takes effect July 1, 2014.
