Prohibits drivers from using wireless communication devices to send or receive written messages while operating a motor vehicle on public roads, streets, or highways in Mississippi.

Defines "wireless communication device" as any device using commercial mobile service, including cellular telephones and personal digital assistants.

Exempts law enforcement, emergency vehicle drivers, reporting of dangerous behavior, parked vehicles, and communications with emergency services regarding emergency situations.

Violation is a misdemeanor punishable by a fine up to $500; fine increases to $1,000 if violation occurs during a motor vehicle accident.

Takes effect July 1, 2014.
