Amends Section 99-19-73 to add a $1.00 assessment to Mississippi Legal Services for traffic violations, implied consent law violations, game and fish violations, other misdemeanors, and other felonies.

Increases total state assessments on traffic violations from $90.50 to $89.59 (effectively July 1, 2014), implied consent violations from $243.50 to $244.50, game and fish violations from $89.00 to $90.00, misdemeanors from $106.75 to $107.75, and felonies from $280.50 to $281.50.

Assessments are collected by courts and deposited monthly with the State Treasurer, then allocated by the Department of Finance and Administration to appropriate special funds based on violation counts.

Assessments cannot be suspended or reduced by courts and remain due even if fines are suspended, with procedures for refunds managed by the State Auditor.

Takes effect July 1, 2014.
