Creates a special fund in the State Treasury called the "Mississippi Highway, Road and Bridge Improvements Fund" to be administered by the Department of Finance and Administration.

Allocates 4.54% of state sales tax revenue to the fund monthly from August 15, 2014, through August 15, 2034, for highway, road, and bridge construction, reconstruction, repair, and rehabilitation projects.

Funds deposited into the special fund do not lapse at the end of fiscal years, and any interest earned on fund amounts shall be retained in the fund.

Directs disbursements from the fund to pay costs incurred by the Mississippi Transportation Commission and Mississippi Department of Transportation for transportation infrastructure improvements statewide.

Takes effect July 1, 2014.
