Adds definitions for "Governor's authorized representative" (person empowered by Governor to execute disaster assistance documents under the Stafford Act) and "advertising" (print, broadcast, and multimedia advertising for public awareness of disaster preparedness and mitigation).

Authorizes the Mississippi Emergency Management Agency to expend federal public education and outreach funds and state disaster funding for comprehensive preparedness and mitigation public awareness campaigns and disaster/emergency information dissemination through multimedia efforts.

Designates MEMA as the coordinating agency for all 911, E-911, and NG911 capabilities statewide in conjunction with the Governor-appointed entity under federal law and state/local agencies with 911 responsibilities.

Requires MEMA to prepare a plan establishing state funding priorities for Mississippi's remote sensing and geographic information system activities, including development, operation, and maintenance of the Mississippi Spatial Data Infrastructure.

Effective date: July 1, 2014.
