Eliminates restrictions on distance requirements and clear line of sight requirements between hunters and deer when using supplemental feed for deer hunting.

Limits deer hunting with supplemental feed to private lands only.

Requires the Commission on Wildlife, Fisheries and Parks to establish management zones comprising contiguous counties for administering the supplemental feed program.

Directs the Department of Wildlife, Fisheries and Parks to conduct ongoing studies and file annual progress reports to the Legislature analyzing the program's impact on deer populations, wildlife health, habitat, hunter success, and economic development.

Establishes Class II violation penalties for violations of this section, with nonresidents losing eligibility for future nonresident hunting licenses upon conviction.
