Extends the deadline for the Mississippi Development Authority (MDA) to issue certificates designating entities as approved participants in the Tourism Project Sales Tax Incentive Program from July 1, 2014 to July 1, 2017.

Extends the deadline for the MDA to approve applications for tourism projects that include resort development from June 30, 2014 to June 30, 2017.

Requires applicants to submit a $5,000 application fee along with project plans, financing details, and an independent study showing anticipated out-of-state visitor numbers.

Requires the MDA to conduct a cost benefit analysis of each tourism project through a state institution of higher learning or other approved entity.

Takes effect July 1, 2014.
