Prohibits licensed health care professionals from supervising community health workers or personal care assistants who are compensated with state or federal funds or employed by entities receiving such funds

Defines "community health worker" as individuals who promote health or nutrition through liaison services, guidance, health education, care coordination, and enrollment assistance in health and human services programs

Defines "personal care assistant" as individuals providing essential supports to older adults or individuals with disabilities to help with daily living activities and enable independent home-based living

Prohibits state agencies, departments, and institutions from licensing, certifying, or credentialing community health workers or personal care assistants employed by the state

Effective date: July 1, 2014
