Increases the Mississippi excise tax on cigarettes from 3.4 cents to 5.9 cents per cigarette for cigarettes up to 120 millimeters in length

Cigarettes exceeding 120 millimeters in length are taxed as if they were two or more cigarettes

Maintains the automatic tax increase provision if the federal cigarette tax rate is reduced below the June 1, 1985 level

Retains the 15% tax rate on cigars, cheroots, stogies, snuff, chewing tobacco, smoking tobacco, and other non-cigarette tobacco products based on manufacturer's list price

Effective date of July 1, 2014
