Eliminates four business community representatives from the special sales tax commission, reducing total commission size from 14 voting members to 10 voting members.

Increases mayoral appointments to seven members (with staggered two, three, and four-year initial terms) to replace the removed business community seats.

Maintains appointments by the Governor, Lieutenant Governor, and Speaker of the House of Representatives (one member each) for four-year initial terms.

Extends the repeal date of this section from July 1, 2024 to July 1, 2034, provided the tax is adopted by election prior to July 1, 2016.

Clarifies that the commission shall establish a master plan for road, street, water, sewer, and drainage projects with municipal input and monitor municipality compliance with the plan.
