Extends the deadline for operators to commence operations on an existing or proposed well from 180 days to 1 year after a pooling order is issued by the State Oil and Gas Board.

Allows operators and consenting owners to receive alternate charges (higher cost recoveries) only if well operations are actually commenced within the extended 1-year timeframe and the well is completed as capable of producing oil, gas, or other minerals.

Maintains existing requirements for operators to make good faith efforts to negotiate with nonconsenting owners, provide written notice of proposed operations, and offer participation opportunities before petitioning for alternate charges.

Preserves nonconsenting owners' rights to participate in well development on the same cost basis as consenting owners if they agree in writing within 20 days after the pooling order is filed.

Takes effect July 1, 2014.
