Establishes the Mississippi Long-Term Care Partnership Program within the Division of Medicaid to encourage use of long-term care insurance and reduce state Medicaid burden.

Directs Division of Medicaid and Insurance Commissioner to obtain federal approval for a precertification process for long-term care insurance policies meeting specified requirements including inflation protection, home and community-based service coverage options, and periodic reporting.

Provides a one-dollar-for-one-dollar Medicaid resource disregard for benefits paid under precertified long-term care insurance policies, allowing individuals to protect assets while becoming Medicaid eligible.

Requires hospitals to offer influenza vaccinations prior to discharge to all inpatients age 65 and older from October 1 through March 1, unless contraindicated or unavailable, with liability protection for hospitals acting in good faith.

Effective date: July 1, 2014.
