Authorizes the State Board of Health to regulate and license both public and private training and certification programs for emergency medical services personnel, including emergency medical technicians-intermediate and emergency medical technicians-paramedic.

Requires the board to approve any accredited advanced life support training program that meets the performance requirements of the Department of Transportation emergency medical technician-paramedic training program, regardless of whether it is offered through a public or private institution.

Maintains existing requirements that advanced life support training programs meet or exceed national performance standards for emergency medical technician-paramedic training.

Takes effect July 1, 2014.
