Requires the Executive Director of the State Board of Medical Licensure to be a physician, changing the requirement from "may be" to "shall be."

Authorizes the State Board of Medical Licensure to impose fines of up to $500 as a disciplinary action against licensees in violation of medical practice standards.

Adds "disruptive behavior" as grounds for restricting, suspending, or revoking a physician's license under the disabled physician law.

Grants the State Board of Medical Licensure responsibility for regulating legitimate drug traffic among physician assistants, in addition to their existing oversight of physicians, podiatrists, and veterinarians.

Takes effect July 1, 2014.
