Amends Section 43-20-5 of Mississippi Code to revise the definition of "child care facility" as a place providing shelter and personal care for six or more unrelated children under 13 years of age for any part of a 24-hour day.

Establishes exemptions from child care licensing requirements including facilities operating no more than two days per week, child residential homes, accredited schools, Head Start programs, and family child care homes.

Defines "nominal annual membership fee" as less than $600 for membership organizations like Boys and Girls Club and YMCA that are certified by their national associations and do not charge monthly, weekly, or daily payments.

Allows the State Board of Health to extend exemption periods for non-accredited school applicants for up to an additional one year in six-month increments while maintaining authority to enforce health and safety provisions.

Takes effect July 1, 2014.
