Removes the requirement that a group must consist of at least 125 employees for political subdivisions to qualify as a self-insurer for group insurance benefits

Allows governing boards of counties, municipalities, school districts, and community/junior college districts to self-insure for group life, salary protection, health, accident, and hospitalization benefits without meeting minimum employee thresholds

Permits political subdivisions to pool risks with other entities, contract for group insurance policies, or use third-party administrators for self-insurance plans

Maintains requirements that self-insurance programs must contract administration to a third party approved by the Commissioner of Insurance and obtain excess coverage from a licensed insurer

Effective date of July 1, 2014
