Requires the State Department of Health to submit annual action plans for diabetes and obesity control and prevention to legislative health committees by February 1 each year

Action plans must include financial impact assessments detailing the number of diagnosed individuals, program costs, and cost comparisons to other chronic diseases

Plans must describe coordination efforts between the department, contracted partners, and stakeholders, along with assessments of current prevention program effectiveness

Department must develop detailed action steps with expected outcomes and benchmarks for reducing diabetes, pre-diabetes, and obesity impacts

Requires a budget blueprint identifying needs, costs, and resources for implementation, plus voluntary clinical quality protocols for diabetes treatment including A1c control, cholesterol, blood pressure, and tobacco nonuse measures

Effective date: July 1, 2014
