Prevents federal healthcare compliance failures from serving as the legal basis for presuming physician negligence in state civil litigation.

Identifies specific federal provisions covered, including health care quality measures, payment adjustments for healthcare-acquired conditions, hospital value-based purchasing, electronic health records meaningful use, and physician quality reporting requirements.

Takes effect upon passage and is intended to protect physicians from increased liability exposure and insurance costs resulting from federal healthcare reform implementation.
